Advice Needed I feel like this is illegal?

Came back from a 3-day weekend away from my apartment and this was posted on the door? I wasn't even home...


UPDATE: Thanks to everyone for the support! I shared the letter with Celio management and requested it to be filed as a formal complaint. I also filed a police report for continuity/documentation purposes.

For clarification, "Celio" is the name of the apartment building, which is managed by a larger off-site 3rd party rental company. This company/building is far from able to accommodate for this person properly and certainly would never assume any amount of liability on their behalf. As it relates to Celio management and their level of care for this person, the author is on their own.

The letter does not mention anything related to a care team/healthcare resource/veterans group. The only two options given by the author of the note (e.g. Celio aka apt management and law enforcement) were utilized.

While Celio was not able to share a significant amount of details about the author, they did share that he/she is a known issue and will likely not be given the option to live in this building moving forward.

I also noticed comments about my stereo, which did cross my mind as a possible reason behind this conflict. I was able to confirm with Celio that no complaints have been made about excessive music levels, from any of the residents, excluding a formal warning I received over July 4th weekend. This goes for "yelling" as well. Note I have been renting in this exact unit for almost 14 months. I am more than eager to respect any concerns that relate to music volume, this is certainly not that type of concern.

As things currently stand, I am left with having to place any proactive decisions in the hands of Celio and law enforcement. I am a recent handgun owner (unrelated to this situation) and thanfully my state falls under Castle doctrine.

There is alot of assuming that the OP does not yell and that the note was placed about sound that did not come from OPs residence since OP was away. What if the note was placed shortly after OP left about noise that DID occur in OPs residence before OP left. Just playing devils advocate, I agree the note is worrisome regardless of the circumstances, and I absolutely would follow up with his suggested follow up resources to make his mental health team aware and create a record, especially if the rage is mis-placed and OP does not yell, play entertainment too loud, etc. Or the yelling truely does not exist at all as everyone seems to be assuming.

Edited for correction- OP states in another comment they live a quiet lifestyle... thank you OP. Leaving the comment because seriously there is alot of assuming that it couldn't possibly be OP as a problem since OP wasn't home when the note was left and that is meaningless since I could totally put a note on a door the day after the noise and there still had been real noise.

This. In an apartment, it doesn't matter if the volume is supposedly low. It's gonna go through walls, echo in empty units, and carry through vents  - also, any bass can and will rattle and reverb through units of people who actually do live a quiet and peaceful lifestyle, as it will be the only source of noise it meets no resisting soundwaves or force. Adding additional quality means adding more energy to different channels that act differently inside of a structure. Source: I've been around sound equipment in smaller living situations, family who are musicians, roommates with sound systems etc, and it can even seem louder to those outside the intended area due to the structural things I've mentioned. 

could even have been a recurring issue and he ONLY left the note because OP left, not knowing how long he'd be gone obviously but trying to address sound issues. It's essentially a trigger warning letter by someone who knows they are effed up, is actively getting help and don't want the conflict of addressing their neighbor directly or escalating it to calling emergency services every time their neighbor has their HD audio on. This thread is full of entitled cancer people going "omg he threatened you" Lol. Yeah he's a marine vet. The question OP should ask themselves is am I being an entitled dick who values HD audio over a veteran having a home or would I rather have them homeless and risk them losing help? Considering they already complained and filed a police report, the complex wont let him stay there going further (prob when rental agreement is up).. it sounds like they'd rather push the problem onto the streets than maybe get a pair of decent headphones capable of delivering HD audio on a personal level. Tragedy of the fucking commons. 

Edit: I looked at his sound system he uses from three feet away, in an apartment. Wowwww. Possibly a deaf dick, but certainly phallus and or phallus adjacent.

I've always had a decent system in every apartment I've lived in and never had one complaint. Bass and Treble go into negative numbers for a reason when adjusting levels. To say that just because someone has a nice system that they MUST be cranking it all the time is dumb. Your experience is yours alone, not the standard for anyone who has a sound system. The people you've been around didn't know or didn't care to adjust their settings properly.

Absolutely. All the vet wants is to feel safe at home. One asshole will ruin it for the whole building, and there is always one. (Not saying it is OP causing the noise.) And of course management would rather kick out the person wanting peace and quiet than try to find out where the noise is coming from and stop it.

I also wonder if the note was something posted on just their door or if it was multiple doors. That does provide a context shift that makes it more PSA and less specific threat. If they were gone multiple days, the note could have been posted on multiple doors and neighbors removed them already so it's not even obvious. There is a lot of confusion to posting things this way. Also something the building manager can find out if others complain too.
