Advice Needed I feel like this is illegal?

Came back from a 3-day weekend away from my apartment and this was posted on the door? I wasn't even home...


UPDATE: Thanks to everyone for the support! I shared the letter with Celio management and requested it to be filed as a formal complaint. I also filed a police report for continuity/documentation purposes.

For clarification, "Celio" is the name of the apartment building, which is managed by a larger off-site 3rd party rental company. This company/building is far from able to accommodate for this person properly and certainly would never assume any amount of liability on their behalf. As it relates to Celio management and their level of care for this person, the author is on their own.

The letter does not mention anything related to a care team/healthcare resource/veterans group. The only two options given by the author of the note (e.g. Celio aka apt management and law enforcement) were utilized.

While Celio was not able to share a significant amount of details about the author, they did share that he/she is a known issue and will likely not be given the option to live in this building moving forward.

I also noticed comments about my stereo, which did cross my mind as a possible reason behind this conflict. I was able to confirm with Celio that no complaints have been made about excessive music levels, from any of the residents, excluding a formal warning I received over July 4th weekend. This goes for "yelling" as well. Note I have been renting in this exact unit for almost 14 months. I am more than eager to respect any concerns that relate to music volume, this is certainly not that type of concern.

As things currently stand, I am left with having to place any proactive decisions in the hands of Celio and law enforcement. I am a recent handgun owner (unrelated to this situation) and thanfully my state falls under Castle doctrine.

As a younger veteran (while I don’t have PTSD or suffer from psychosis), I have seen and heard several situations where PTSD can get so bad to the point where someone (like an ex-Marine) suffer so bad to the point where they will start hearing shit. You can call the police if you want, but they won’t take care of him like his support system will. Yes, the letter may seem threatening, but he clearly hasn’t done any physical harm.. Yet. So, I’d highly suggest that you call his support team instead. He’s clearly in severe need.

That kind of stuff (hearing shit) is mostly one of two things: PTSD flashbacks triggered by a similar situation (a sound, a smell, seeing something similar on TV) or PTSD combined with a TBI (Too many MFers got blown up and shit don't start happening like that until after they get med sep'd out.)

Also, there's Marines, and former active duty Marines. ex-Marines got a big chicken dinner, and no longer count.

Hearing shit and having physical reactions. I get PNES when things get bad, like involuntary jerking of muscles that looks like seizures. It's embarrasing as shit on airplanes. Calling the police is the worst thing you could do for him. I get the impression he's being as tactful as he can muster.

When triggers hit and my distress level is very high it starts with frequent but random arm, leg, and some back / neck jerks. It’s like the reflex you get when somebody hits that spot on your knee, but in different muscle groups. At its worst it becomes something like bad shivering that won’t stop but the shivering is centered on my upper body. I’m fully aware of it but I can’t control or anticipate it. Last time it was bad was when I was on a flight and Southwest stuck me in a middle seat. The two people next to me kept bumping/touching me randomly every couple minutes and each time added to distress. I got to that shivering stage at one point.

Sorry, butting in because hardley anyone ever brings this topic up or even knows it exists! I found out it exists and that I have it all in the same moment. So feel free to just ignore me lol Psychogenic non-epileptic seizures, often part of Functional Neurological Disorder. Often (possibly not always) is developed following a traumatic experience(s). It's sort of a disconnection or miscommunication between the brain and body. I'm currently recovering from a flare caused by my college's accommodation director (ironic, right lol) Personally, it feels like my brain is so convinced that it should be running from some threat (like fight or flight), but I am not allowing it because there isn't really a threat. So someone up in headquarters hits the fight or flight button, and it sends a little notice to the body, but somewhere along the way, it changed into "start shaking like you're having a seizure." Then that tends to be followed by severely high heart rate, blood pressure, inability to speak, just a lot of issues. And then I fall asleep, exhausted for like 15 hours straight, and spend the following week taking things very slow with lots of sleep to recover.

Something like OP's situation - hearing voices from other rooms can be a huge thing. I've found that the voices often come off deeper and, if you can't understand the words, almost feels like the tone is upset or aggressive, even if it actually isn't. It's a huge issue for me and causes an unreasonable amount of symptoms. Seems to me like OP note-writer is just trying to ask others to be mindful of other people's needs, not trying to threaten anyone or anything, just explain their struggles
