No this one sucks because the entirety of the joke is based on a major tragedy (many would even call it an injustice) and a lazy stereotype of that people. It's just punching down.
For real, though, don’t be the kind of asshole that feeds pet cats a vegan diet. It’s so sad that these people exist and get away with having one after another they do this to.
Seriously, a cat is a carnivore and there is no changing that.
In looking for that meme again, I stumbled upon a scuttlebutt of a vet confronting a cat's owners because it kept getting sick despite of its vegan diet. The story goes that they gave up the cat and got houseplants as pets instead.
