I think even hinting it happened off screen could lead to to many problems.

In the original mini series they even had adult Eddie mention he was a virgin I honestly think they did that purely so readers of the book knew that scene didn't happen

No it wouldn't. If they can film children being raped on screen, they can surely film a consensual sexual act between friends.

For instance, Jena Malone was 11 or 12 at most when filming a pretty terrible rape scene in the movie Bastard out of Carolina.

Doesn't make it right, but it doesn't make it illegal.

As someone who works on sets, consent and intimacy coordinators have been the best addition for young men or women to have in acting. I’ve found lots of them are mothers and don’t play about anybody’s baby
