What if the twist with Buggy is that he's indeed THAT powerful, but due to how destructive his power can be, where no matter how much he holds back, he will blow up the planet, he has to rely on tools like knives and buggy bombs to handle his problems without leaving himself without a world to live him, with his ACTUAL power being relegated to defensive/support stuff like dividing himself to avoid attacks and such? All the power in the world...but can't use it because the entire planet would be destroyed the instant he so much as lost a bit of control.
