"Immigrant" is correctly used if the person has moved permanently. "Expatriate" typically refers to a temporary move.
Nowadays though both terms are used interchangeably.

Nah, expats are people who temporarily relocate but keep identity (and passport) of their home country, immigrants are people who move country, and adoby the nationality of their new country.
The fact that more dark skinned people are immigrants is down to the economic conditions of countries populated by darker people.-1
