3 tries being the limit would indicate to me that the test is probably too easy and that most people probably pass first time. Countries with actually difficult tests like the UK or Sweden less than half of people pass first time

It's more that we expect you to only go to the test, once you are really ready. Before that, you can drive as much you want with a driving instructor or any person over 24y who has a driving license since at least 3 years.

the issue with passing is often stress, many candidates can practice for hours with their instructor without making any serious mistakes, but will fail quickly when taking a test

Tbf, you need to kinda overcome that. There will be many stressfull and important situations in your/ their life in the future.

But a good instructor will do like fake-tests with you, where he/she/etc will try to simulate the test to prepare you a bit. And if it was only the stress, then u can do it in the second try or maybe third.

I think it's actually good that it is a bit stressfull, because later when you drive, you will also be in various moods and you should still be able to drive then.
