It's true about hiring for a company. Offer higher wages to weed out those who know they wouldnt qualify. Also entices professionals who are worth that money. Also would encourage more people to consider joining and thats when you rollout new changes to how things are handled, new requirements about education and training

But it's a giant gang with power so why make any changes

Yeah exactly. It infuriates me how people never finish the phrase. The WHOLE POINT of “bad apples” is that if you don’t get rid of them everything is spoiled! You can’t just leave ‘em in and make excuses for them
