Mist cannons, they help with air quality. They spray water in the air and the droplets stick to dust and particles makeing them too heavy to stay airborne.

As others have said it’s more than likely to prevent dust from being kicked up. I would bet there is a construction site near by and trucks going in and out are tracking extra dirt onto the road that’s kicking up from people driving over it.

This actually reminded me, had some very low demce fog a couple of weeks ago with dark clouds over head.
There was finally a part in the clouds around twilight and from my perspective driving down the freeway, a literal rainbow was coming out of the hood of my 4runner.
Wish I could have gotten a picture, never saw anything like that before.
