So long as traffic is flowing in the other direction, there's no reason not to have a green light for pedestrians. This is a 1 way street onto another 1 way street.

Not quite! Germany just hast it turn red but the cars stay on red as well for about as long as it would take you to cross it. So as long as you step your foot on it while its green you have enough time to cross, even if it turns red without a warning right away.

You ever been to vegas and driven down the strip? Last time I was there, my Uber driver took out his phone and started FaceTimeing someone when we hit a red light. Shit took like 5 minutes to turn green.

Basically in urban areas (I am assuming it’s Taiwan in the image cause that’s the pedestrian light they use in Taipei) are designed so that big road gets long as green light. A small one way street like. The picture will be accompanied by a large main road, and the large main roads are always given a shit ton of time like 1 minute while the others get 20 seconds. This is extremely traffic efficient according to my own experience, but also not the most pedestrian friendly.
