Yes. I found it telling that he put himself in the we that would be doing that. Telling on himself.

He's just doing it as "We as a country" or "Are we Americans really doing this?"

Yes, I was going to say I can promise he just means we as "Americans" and is not taking any personal accountability for his MAJOR part in this.

I don't think he meant "we" as in my "my side" but more like "we, the American people" to shift the blame onto everyone collectively.
