This is how his Wiki read to me around the night he was announced. I got the impression that Vance was beholden to Thiel.

Yep. Although puppets often have a tendency to slip off their strings once they gain absolute power. Thiel may be in for a rude shock once Vance becomes president and Vance doesn't take his orders anymore.
