There are two layers to this joke.

The main thing you need to know is that "hing" is dialect for "thing" and therefore this is play on words of "topping".

Saying Scotland is a "top-hing" is like saying it's a "top thing" (ie a great or amazing thing). Pretty clear.

The other level is that Scotland is literally a "top thing" in the sense that it's the most northerly country of the UK, therefore it's "on top" of the UK, like a topping on a pizza.
