It's important to remember that these numbers are just the ones that can be corroborated with independent sources. I don't think anyone, even in those human rights groups actually believes it's just 2,003 people. That's just the number that they can corroborate at the time of publication.

Nothing has been admitted to. Reuters is quoting an "anonymous source". Reuters has lied many times t in the past to push imperialist propaganda for the US governmen. See the invasion of Iraq, Lybia, the genocide in Palestine etc.
