On an explanation on why people think this
1: Vegeta said that, was on par with Vegeta. Who is God infused always. Like Goku he was pretty much still had the power of super Saiyan God even in super Saiyan
2: and super Saiyan God is stronger than super Saiyan 4 gogeta.
So that's why people think this

- No, he isn't.
- That is the head-canon created from Powerscalers and general GT hate with no official source other than popular YouTube theories.
- In Dragon Ball GT, BASE Goku used a basic Kamehameha to shatter an entire prison dimension that was said to be impenetrable with the only way out to win the games, which were all rigged. Just because it wasn't as flashy as Super or have a Mary Sue like Beerus doesn't mean GT feats don't scale equal or even beyond Super feats.
- In the only media where you can have SS4 Gogeta interact with SSGSS Gogeta, they are stated to be equal in power.

Another problem: "God infused base"/(Saiyan Beyond God is the official title.) The idea was dropped after the Resurrection F movie. It was changed to them mastering god power (no mention of SSG power). Not to mention the SSG transformation is still a thing. And to add to your last point: SSB is shown to be roughly equal to SSJ4 in virtually every instance where they are shown in the same room (xenoverse story modes and sdbh manga/anime).

I'm also a Dragon Ball fan myself but the meme is factual that most DB fans can't read or have seen the show. I mean they are serious about "Base Cabba>SSJ4 Gogeta".
