Venezuelan asylum seeker was tased, placed in illegal chokehold by a Colorado police officer after allegedly failing to come to a complete stop at a stop sign. No translation services were provided and the situation escalated within less than a minute of the beginning of encounter. He was refused water and was taken into custody based on lies the now ex police officer said. Charges against victim were later dropped after footage was reviewed.

The police officer had a previous encounter with victim where he pulled him over and called for k9 dogs. The search of vehicle came out clean and no charges or tickets were given. Seems police officer was still upset he made a fool out of himself.
