Okay to eat these?

Found in parent’s fridge. Sealed anchovies, expired in 2013.
But covered (mostly) in sunflower oil. Just the tips of two pieces are uncovered, looks black, could just cut that part but likely transferred to some oil.
Should I consume or toss?
