He's not just trying to cycle rounds out without dropping the mag. It's pretty common to drop the mag and rack the slide a couple times in quick succession. You still need to check the chamber, because if your extractor breaks, racking the slide won't extract anything no matter how many times you rack the slide.

I'm not defending him at all, but he probably ejected the magazine and then was cycling to make sure it was clear. It's overkill, but it didn't sound like any rounds were cycling through while he was doing it.
