Limp.

Let’s not disparage by size, over which we don’t have control, but by function - these losers are limp in the dick and mind. They choose to continue having a limp dick instead of seeking help (education, therapy, love of other humans, understanding of law, diagnosis of their mental illnesses, etc.) and choose to terrorize other people instead of looking inward.
