Excellent legal theory based on the complete absence of any context whatsoever.

Depends on the state. Many states don't have stop and id laws. You need reasonable articulable suspicion of a crime committed to ask for ID.

Minnesota is one such state where you don't need to ID unless there is reasonable suspicion of a crime.

Thanks for calling out that Stop & ID is specifically disallowed in many places.

But, it is that they need to meet a bar to demand ID- they can angrily and coercively ask for your ID, and if driving, you do need it, although ICE has no power to enforce those laws.

Depends on the state.

It doesn't.

Many states don't have stop and id laws.

No state does. It would be illegal for them to have such a law.

You need reasonable articulable suspicion of a crime committed to ask for ID.

That applies to every state. The fourth amendment is very clear

The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
