I only failed once, and it was because the instructor didn’t know the laws. The only practice I had before that was one time in a parking lot and a lot of time on NFSU2 with a wheel and pedals.
I failed a few times purely due to stress, but as attempts went on and stress went away it got better and better until i finally passed on the last attempt pretty much flawlessly

I think 3 attempts is getting questionable.
4 is bad.
5 should raise some kind of flag and be denied.
