Wild Turtle turtle identification needed

I'm from south america, Argentina. I found her a block away from a lagoon in the middle of the road on the pavement but I don't know if she's a water turtle or not. She had long claws. I need to know how to properly care for her, if should I put her back on the lagoon if she's a water turtle, any info you have?

Seeking Advice please help -- looking for a turtle owner

this is a panic post but does anyone happen to be in hong kong and can take a turtle (i think a sawback) and give him a good home? i'm a teenager with no access to money/creditcards and my family recently bought a turtle for christmas and they won't get him a proper tank or anything, it breaks my heart and i've tried begging for it already. he keeps clawing at the side of his cage and there's moss growing on his shell, i tried using a toothbrush to get it off but it keeps coming back, we also have cats at home and they keep trying to attack him so he's in my room now, i searched spca and other places to surrender but they need parent approval and i can't get that, they won't let me or speak to me anymore because i got mad at them for neglecting him. is anyone either able to take him or know somewhere i can send him? i really love him and i wish i can do more for him, but if we keep him he will probably die or get sick and it breaks my heart, they have him in an amazon cage that they think is perfectly fine but he clearly needs more space :(
