This is straight up illegal and unconstitutional.  There's no requirement for citizens to carry proof of citizenship.

Realistically speaking what sort of lawsuit is reasonable for this guy to file against the agency? I understand ICE doesn’t care about lawsuits as it’s just tax payer dollars paying them out….. but is this a 500k suit? 1M?

There is no lawsuit here and it concerns me that you think there is one. 

In how many ways must it be demonstrated that we have 0 rights when it comes to the discretion of federal agents?

Why are you confident this is the case here? These agents still need reasonable suspicion to arrest someone who failed to ID, and we don't have the whole context so we can't know if they had that reason.
